Celebrating Recent Successes

The year is only half over, but the achievements are already adding up

We wanted to take a moment at midyear to express our gratitude for recent successes. The past year hasn’t been without its obstacles, which makes new site launches and the addition of master contracts especially worth celebrating. From the New York State Unified Court System’s website to the updated Maryland Health Care Commission site and inclusion in master contracts in Massachusetts, Pennsylvania, and Montana, the first half of 2026 has been full of momentum.

“You can’t always evaluate success based on a 12-month period,” President Justin Davis said at our annual holiday gathering in December. “You have to look at a broader range to realize how far we have come in the past 26 years. The three Ps of persistence, patience, and productivity have added up over time to really big things.” By the same token, as we look back at the past six months, we’re proud of the progress we’ve made in such a short time, and energized for what’s ahead.

Recent launches

New York State Unified Court System

We’re glad to hear that the newly redesigned website for the New York State Unified Court System (UCS) has been recognized by court leadership as a significant milestone in the judiciary’s modernization efforts.

As a major modernization effort focused on improving access to justice and public service for millions of users across the state, Chief Administrative Judge Joseph A. Zayas noted, “This newly reimagined website represents a significant step forward in our mission to make the New York State Courts more accessible, transparent, and user-friendly.”

Under the guidance of Project Manager, Jim Lochran, the GovWebworks team worked alongside court leadership, communications professionals, technology teams, and stakeholders throughout the judiciary. The redesign transformed a complex web presence comprising thousands of pages into a streamlined, intuitive, and accessible digital experience. Along with enhanced search functionality, the new platform features improved navigation, mobile-friendly design, interactive content, and strengthened ADA compliance. The result is that judges, attorneys, litigants, jurors, educators, journalists, and the public can more easily access critical court information and digital services that are accessible, understandable, and effective for all users.

As First Deputy Chief Administrative Judge Norman St. George says, “We are proud to unveil a platform that not only meets the needs of today but anticipates the demands of tomorrow.”

Maryland Health Care Commission

Under a tight timeline and the leadership of Project Manager Chelsea Jones, GovWebworks partnered with the Maryland Health Care Commission (MHCC) to transform a dense, document-heavy website into a modern, user-centered resource. Designed to make critical healthcare information easier to find, understand, and use, the new interactive hub replaces a traditional document repository with a more intuitive and engaging digital experience.

The successful launch of the first MVP phase delivered significant improvements to essential services while establishing the foundation for a full-site modernization. The new framework has already enhanced navigation, searchability, and accessibility while supporting Section 508 and WCAG 2.1 AA compliance. With the next phase now underway, MHCC is expanding the platform through improved taxonomy, search optimization, accessible forms, governance standards, and staff training. Together, these enhancements are creating a sustainable digital foundation that will help the agency strengthen public engagement, maintain compliance, and manage content more effectively for years to come.

As noted on MHCC’s Facebook page, “Maryland’s health planning experts can now easily access valuable information on health care quality, local policy perspectives on health care needs and gaps, and strategies to expand health care service capacity statewide.”

New master contracts

Massachusetts

GovWebworks has been awarded a place on the Commonwealth of Massachusetts ITS86 Strategic Sourcing Contract, giving agencies in Massachusetts, as well as eligible entities in Maine and Vermont, streamlined access to pre-qualified technology partners for software, SaaS platforms, digital modernization, cloud solutions, and implementation services. Through ITS86, agencies can rapidly procure solutions such as our CiviServ public-sector platform while benefiting from a procurement process that reduces risk, accelerates project delivery, and ensures vendors have already met rigorous standards for technical expertise, compliance, and operational maturity.

Pennsylvania

As part of Pennsylvania’s ITQ contracts, GovWebworks enters a pool of pre-qualified vendors across multiple IT service categories. Agencies can issue Statements of Work or Work Orders for services such as application development, UX design, project management, and IT consulting. ITQs streamline procurement while maintaining competition among qualified vendors for each engagement.

Montana

We’ve also been included in Montana’s state IT contracting pathways, which provide agencies with streamlined access to pre-qualified vendors for application development, digital services, IT consulting, and modernization initiatives. These contracts are designed to support state agency modernization efforts through SOW-based engagements with pre-approved vendors.
