The Challenge
The Maryland Health Care Commission (MHCC) needed to transform a dense, document-heavy website into a modern, user-centric digital experience, all under significant time pressure. The existing content required substantial restructuring to improve usability, accessibility (Section 508 and WCAG 2.1 AA compliance), and discoverability. Our challenge was twofold: rapidly identify and prioritize high-value content for the first MVP launch while creating a scalable framework to support a full-site transformation across more than 75 pages, complex regulatory information, and critical user workflows such as forms and search.
Our Approach
GovWebworks executed a phased strategy to balance speed with long-term sustainability. In Phase 2A of the MVP, we conducted a comprehensive content audit to isolate high-impact pages, pruning redundant material and simplifying navigation. We rewrote and restructured approximately 30–35 priority pages using a “chunked” content model optimized for usability and accessibility, while collaborating closely with the Drupal development team to ensure seamless implementation. In Phase 2B, we will be expanding this foundation by completing the migration and enhancement of all remaining content, implementing a robust taxonomy and search strategy, and developing visual assets. Critical forms will be converted into accessible, fillable formats, and SEO elements such as metadata will be developed to support immediate visibility. Throughout both phases, our goal is to maintain rigorous QA processes, bi-weekly reporting, and close technical coordination to ensure alignment, quality, and adherence to deadlines.


The Result
MHCC has successfully launched the first phase of a streamlined, accessible MVP, delivering a significantly improved user experience for high-priority content and essential services. The new framework established during the MVP phase enabled efficient expansion into a fully modernized site, with enhanced navigation, searchability, and content governance. As we move into Phase 2B, we will be prioritizing a scalable, user-friendly digital platform supported by clear editorial standards, staff training, and governance documentation. These updates are positioning MHCC to maintain accessibility compliance, improve public engagement, and effectively manage content long after launch.
